Eng. Hayat Bukshaisha is the Assistant Manager of the Technical Office at Ashghal
(Qatar’s Public Works Authority), where she drives strategic initiatives that strengthen
governance, boost efficiency and foster innovation across the organization.
She also leads Ashghal’s pioneering Modern Methods of Construction (MMC) Project,
shaping the national framework for industrialized and technology-led construction.
Between 2021 and 2025, Eng. Hayat served as Lead of the Advisory Support Unit and
Deputy to the Technical Office Manager, helping ensure Ashghal’s technical strategies
remained aligned with corporate and national priorities.
Earlier in her career, as Corporate BIM Lead, she played a vital role in Ashghal’s
governance transformation and in embedding Building Information Modelling across
Ashghal’s project ecosystem.
Her professional journey reflects a steady commitment to engineering excellence,
innovation and institutional capacity-building.
